State passes budget; bleeding red

SPRINGFIELD — Illinois lawmakers passed a budget Saturday that dripped with red ink.They then packed their suitcases, left town and kept their fingers crossed that they wouldn’t return anytime soon. Democratic leaders concede that the budget proposal, hammered together without Republican input, would spend more money than the state will collect in the coming year. Some estimates place the shortfall in the $2-to-2.5 billion range.

The total non-capital budget for the state is $29.7 billion. And the state constitution requires that expenditures not exceed anticipated revenue. This could force Gov. Rod Blagojevich to make massive spending cuts or perhaps veto the spending plan outright.

AP: DNC will seat Florida, Michigan delegates with half votes

WASHINGTON (AP) — Democratic sources say the party rules committee has agreed to a compromise measure that would fully seat delegations from Michigan and Florida but give each delegate half a vote.
